Alicia was drinking with a friend on May 31 when they were kicked out of the bar for being drunk, according to court reports.
The two rented an electric scooter in the city center. According to authorities, the backpacker was driving at a speed between 19 and 24 km/h when she hit Thanh Phan, 51.
Phan, a father of two, hit his head and died in the hospital two days later due to a brain hemorrhage.
